Duties

This position starts at a salary of $163,964.00 (GS-15, Step 1) to $191,900.00 (GS-15, Step 10). In this position, you will serve as the Director of the Mission Support Division (MSD) in the Immediate Office of Executive Assistant Commissioner (IEAC), Operations Support (OS), within U.S. Customs and Border Protection (CBP) in the Department of Homeland Security (DHS). The primary purpose of this position is to advise the Executive Assistant Commissioner and OS senior leadership as a senior manager and analyst to lead and coordinate key business and administrative support services. Serving as a Senior Manager and directing a comprehensive Mission Support portfolio and programs across OS, serving as an expert to senior officials in CBP and DHS that utilizes in-depth knowledge and awareness of CBP's vision, strategy, mission, goals and program objectives in order to provide decision support and consultation for a complex and broad range of Budget, Human Capital and Logistics issues impacting the organization. Planning, analyzing, and supervising a thorough, professional, and authoritative analysis of the full range of administrative programs for the assigned support area. Exercising wide latitude and independent judgment within the framework of EAC/OS internal and external programs. Supervising, evaluating and performing technical analysis on all aspects of new or established key programs including program goals and objectives, effectiveness, work operations, progress, and resource utilization. Supervising the development of proposals and plans affecting strategy, plans, operational programs, and requirements which identify current problem areas, and makes substantive recommendations. Working with the Executive Assistant Commissioner (EAC), Deputy EAC, Senior Executive Team and staff to develop goals, objectives, performance measures, policies, practices and procedures to enhance organizational performance.

Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Serving as a senior manager through leading organizations and people in complex, significant mission and operational support related policies and programs that include but not limited to budget and finance formulation and execution, human capital, and logistics. Evaluating the effectiveness and efficiency of major program operations throughout an organization with a focus on cost-effectiveness and attainment of goals and objectives. Developing and prescribing procedures and furnishing policy guidance to subordinates. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/02/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
