This position is in the Planning, Programs and Project Management Division (PPPMD). PPPMD is responsible for the development and execution of program budgets for general investigations (studies and pre-construction design work), general construction (projects in construction), operation and maintenance, flood control and coastal emergencies and general regulatory appropriations. PPPMD project managers lead multi-disciplinary teams to study, design, construct and maintain the district's projects.


Serves as Lead Program Analyst for civil works projects. Supports and collaborates with project managers and appropriation managers during development, defense, and execution of the Civil Works Program. Troubleshoots and supports resolution of unique process and system complications as they arise with minimal supervisory assistance. Trains junior program analysts on full range of procedural, technical, and evaluative duties. Reviews monthly Project Management reports for assigned projects to assure consistency with budget and program policy, and with data presented to Congress. Performs special studies at the request of the Chief, Program Management Section in response to frequent USACE exercises and information requests in connection with the inquiries from Congressional staff or Office of Management and Budget. Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.

Specialized Experience: One year of specialized experience which includes 1) Applying knowledge of fiscal law, enterprise financial management systems, and budgetary policies and procedures to manage and monitor funds sufficient to prepare complete budget justification data and programming funds on projects and appropriations; 2) Applying knowledge of management concepts to support and collaborate with project managers; and 3) Applying knowledge of analytical and evaluative methods to gather, analyze and evaluate information concerning the programming processes pertaining to the civil works activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationLeadershipProgram Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
