Duties

This Program Specialist position is located ES- Information Technology, Mission Support Division (MSD), Policy & Employee Training (PET), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Analyses, evaluations, and recommendations developed by the employee are normally reviewed by management officials only for potential influence on broad agency policy objectives and program goals. Develops and executes budgetary requirements for organizational programs and contracts; provides guidance and advice on the development and implementation of new policies and procedures; predicts potential issues and proposes recommendations to resolve the issue(s). Assists in the preparation of responses to Congressional/Government Accountability Office (GAO) inquiries; routinely communicates SPP and Transportation Security Administration (TSA) vision with Congress, GAO, the media, and other external stakeholders. Establishes metrics by which progress and program success are measured. Oversees program performance; conducts analyses to identify areas needing improvement. Identifies issues and proposes solutions to complicated problems; methods may be unlike those tried in the past. Makes recommendations for changes to procedures or policies when appropriate.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Developing, and analyzing administrative policies and managing all internal and external audits e.g. (DHS, Inspector General (OIG), Government Accountability Office); and Establishing strategic plans and program policies to enable mission success; and Experience leading an agency-wide program and advising senior officials, program offices, the general public on policies, complex procedures, coordinating with various directorate offices and critical stakeholders e.g. (Agency Paperwork Reduction Act), with an understanding of the Office of Management and Budget (OMB) Regulatory and Deregulatory requirements. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Analyzing administrative policies and managing all internal and external audits e.g. (DHS, Inspector General (OIG), Government Accountability Office); AND Creating, editing and reviewing various documents for senior leadership review, such as action on decision memoranda, talking points and briefing materials, etc.; AND Making recommendations designed to improve the efficiency and effectiveness of administrative support services. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
