This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for management functions of the organization for planning, developing, implementing, and evaluating acquisition services.

Duties

As a PROGRAM ANALYST (ACQUISITION SERVICES) at the GS-0343-13 some of your typical work assignments may include: Serve as the subject matter expert and advisor on all contract and financial matters. Monitor financial status and period of performance of the contract and ensure procurement requests are submitted in adequate time to avoid lapses in contractual coverage. Develop, analyze, formulate, and justify Government estimates for labor, travel, and material budgets in support of DDJT contract workforce. Evaluate program planning and execution of joint training requirements as it relates to acquisition and contract support. Serve as the DDJT primary point of contact for Wide Area Work Flow (WAWF) and invoice-related matters.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applying principles of acquisition planning to develop and implement a plan to procure a multiyear program or system involving successive program stages; Applying Joint Training and contracting laws, policies, regulations, and precedents applicable to the management of Deputy Directorate for Joint Training (DDJT) program to ensure Government regulations, manuals, technical orders, standards, security regulations, and industry publications are in compliance with supporting the mission; Recognizing contract types, methods, and techniques including cost and incentive contracting, award fee, cost sharing arrangements, multiple awards, special provisions relating to proprietary rights, and rights in data to develop, analyze, formulate, and justify Government estimates for labor, travel, and material budges in support of DDJT contract workforce; Identifying DoD planning, programming and budgeting processes and the Federal Acquisition Regulations to develop program requirements to support Joint Training. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
