Duties

If selected for this position, you will join a well-respected team that is responsible for the Procurement Unit of the Administrative Division and will serve as the District's Contracting Officer that is responsible for exercising delegation of authority to contract for a variety of services, supplies and equipment. Typical work assignments will include: -Provides supervision to clerical, administrative, and contracting positions that range from GS-7 to GS-12. -Directs the daily workflow and establishes priorities and work assignments for subordinate personnel. -Reviews, accepts, modifies, or rejects the work performed, provides policy and regulatory interpretations/guidance. -Ensures that the acquisition, use, and control of Federally acquired/owned property under jurisdiction conforms to established management policies and procedures. -Reviews requisitions and determines appropriate method of procurement, i.e., contract type, formal advertising, Federal Supply Schedules (FSS), General Administrative Services (GSA), Government-Wide Agency- Contracts (GWAC), Requests for Proposals (RFP) or Invitation for Bids (IFB) or other means. -Responsible for pre-award and post-award functions, including price/cost analysis, negotiation, and administration for services, materials, and equipment associated with research, development, test, evaluation, and/or production activities of the organization. Responsibilities will increase and assignments will become more complex as your training and experience progress.

  • You must be a U.S. Citizen or National.
  • You must be registered for Selective Service, if applicable.
  • If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. To be qualified at the GS-13 grade level, Basic Requirements: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A four (4) year course of study leading to a bachelor's degree in any field of study from an accredited college or university, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. OR You may meet the exception for Basic Qualification Requirement. If you occupy and have occupied a GS-1102, Contract Specialist position in the Federal Government on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, you will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. NOTE: Applicant must submit proof of eligibility with an SF-50, Notification of Personnel Action. You must submit your transcripts (unofficial or official) to verify basic qualifications for this position. Failure to submit your transcripts will result in disqualification for this position. AND Minimum Qualification: In addition to meeting the basic requirements as described above, applicants must also meet specialized experience as defined below. To be found eligible at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level. Specialized experience is defined as performing, directing, and leading contracting specialists with the development and management of all aspects for pre-award and post-award functions, including price/cost analysis, negotiation, and administration for services, materials, and equipment associated with the organization; developing, preparing and overseeing Statements of Work (SOW) typically involving specialized equipment, professional or technical services; reviewing and analyzing requests for the procurement, determining allowable expenditures of appropriated funds, specialized services, expert witness, litigative consultant services, construction, determining sole source and other required documentation; preparing solicitation documents and incorporating specific provisions; analyzing proposals for conformance with the solicitation; conducting extensive negotiations before and/or after contract award; negotiating with potential contractors; awarding contracts within delegated contracting officer authority; and/or administering complex contracts, including monitoring and resolving contractor's performance issues. Must have successfully completed the applicable certification requirements including mandatory training as prescribed for federal procurement functions, which includes those prescribed as FAC-C (Level I) requirements or equivalent certification.
