About the Position: Join us at the United States Southern Command. We provide direct support to a four-star unifiedCombatant Commander, but are compact enough that our staff also works with senior leadership representatives of ourinter-service, inter-agency and (public and private) international partner organizations. Our contribution to furthering ourcountry's relationships with South and Central American nations and peoples are substantial.

Duties

Serves as a Senior Procurement Analyst responsible for the analysis and evaluation of contracting matters and for the initiation, development, and recommendation of contracting policies, procedures, guidance, and controls. Analyzes internal and external audit reports, statutes, regulations, and other pertinent material in order to develop, modify or supplement command and departmental guidance and procedures. Initiates, develops, and recommends contracting policies and procedures for the guidance and control of contracting activities located within the Command. Evaluates and recommends disposition on requested waivers to statutory and regulatory requirements, and utilizes knowledge of business and industry practices to develop policies which streamline the acquisition process. Periodically analyzes established procedures to determine need for changes or improvements, as well as the preparation and coordination of implementing directives concerning acquisition operations and management policies. Communicates with high-ranking officials from DoD and other agencies as well as professional societies and representatives of various requiring activities, regarding policies and procedures applicable to acquisitions. Writes opinions on contracting issues and efforts; creates information papers and other documents related to contracting and contracting needs. Performs duties in a teaming environment responsible for providing technical advice and assistance to the technical, contracting personnel, and all customers serviced by the Branch. Responsible for notifying the command of JRVB submittal requirements via task manager tool (TMT), briefings, and training events. Continuously conducts surveillance of the Command acquisition programs and contracts by monitoring the data or proposed procurements for acquisition method coding, for standards of responsibility, and history of the item(s) being purchased. Collects, analyzes and evaluates data pertaining to specific areas of contracts and contract administration to keep the command advised of potential controversial effects and to coordinate with legal counsel. Analyzes information on proposed acquisitions, determining whether further action, coordination/persuasion, or coordination with of contracting activities is warranted. Acts as liaison between the command and support acquisition offices to assist in the process of obtaining contractor support. Meets routinely with support acquisition offices to discuss short term and long term acquisition requirements and to develop plans on how the offices will meet command requirements. Applies a thorough knowledge of contracting processes, practices and procedures to ensure the command?s executive contracting agent uses the best means and methods of obtaining contract support. Produces periodic and recurring reports in detail. In accordance with command guidance, conducts the annual reports and presents findings to the Senior Review Panel (SRP).

Your resume MUST indicate that you possess a Bachelor's Degree from an accredited educational institution AND your resume MUST show that you possess at least 24 semester hours of study in the courses listed above. This requirement applies to those entering DoD 1102 position on or after Oct 1, 2000. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: experience managing a procurement/contractual requirement by analyzing, planning, making decisions/recommendations to ensure efficiency and adherence to policies governing contracting for federal government. Experience formulating, analyzing, and recommending innovative, acquisition initiatives, conducting independent reviews of acquisition/procurement requirements, preparing justifications, and participating in contract negotiations.
