About the Position: This is a Permanent position as an HR Specialist (Military) located with US Army Central, Manpower and Readiness Personnel Section, Shaw AFB, SC.
Telework information: Situational Telework Only, Including emergency and Office of Personnel Management (OPM) prescribed unscheduled telework.
Duties
Serve as the Command’s technical expert on matters pertaining to Military Personnel Services and Human Resources systems such as Integrated Personnel Pay System-Army (IPPS-A) and Interactive Personnel Electronic Records Management System (IPERMS).
Provides HR Military services including installation in/out-processing of Soldiers, and other affiliated military personnel, Soldier Readiness processing and checks, reassignment processing, promotions processing, and individual Soldier actions.
Makes independent decisions or authoritative recommendations concerning appropriate actions to be taken on complex or controversial Personnel Services issues.
Analyzes impacts of military personnel strength management issues to determine HR shortfalls and recommend effective solutions.
Briefs and reports data to higher HQ, commanders and leaders to represent the Command at meetings, conferences, and assisted visits.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Business travel up to 10% of the time.

In order to qualify, you must meet the education and/or specialized experience requirements described below. One year of specialized experience which includes 1) applying knowledge of military personnel regulations or policies to assist in the management of personnel programs such as Integrated Personnel and Pay System-Army (IPPS-A); 2) providing guidance on military personnel matters; and 3) recommending solutions to identified military personnel problems.
OR Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
