About the Position: This is a permanent Human Resources Specialist position with the U.S. Army Central, G1 Civilian Personnel at Shaw AFB, SC.

Duties

Serve as a senior HR specialist performing a variety of Civilian Human Resources Management (CHRM) functions for Third Army/US Army Central (USARCENT). Provides advice and counsel to commanders, managers, supervisors, and employees on a wide range of policies, programs, and practices affecting HQ USARCENT, Major Subordinate Commands, and Area Support Groups, located throughout the CENTCOM. Provides advice and assistance to USARCENT staff on the application of negotiated agreements and Federal Labor Relations Authority (FLRA) decisions, resolution of grievances, and arbitration proceedings. Advises managers on the position classification process; the use of various classification references and automated tools; and planning and implementing reorganizations. Serves as a functional expert for the Management-Employee Relations (MER) and Labor Relations (LR) programs.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Incumbent must possess or able to obtain and maintain an Official government passport.

Specialized Experience: One year of specialized experience which includes providing management consultative service involving the full spectrum of human resources functions with focus on position classification, management-employee relations, and labor relations to perform a key role in rendering expert advisory service and/or authoritative policy interpretations on complex agency-wide or equivalent issues; developing appropriate interventions for management on significant human resources issues and concerns; developing and recommending command policies; establishing goals and objectives for assigned programs and provides support to command strategic planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Employee RelationsLabor RelationsPersonnel and Human ResourcesPosition Classification Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
