This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Acquisition Management Specialist position is assigned to the PEO, IEW&S Project Manager, Sensors Aerial Production Director TENCAP, located in Alexandria, VA
Duties
Provide advice, guidance and assistance to Project Management (PM) concerning the acquisition planning and contractual and procurement
aspects of highly complex, high monetary value, long term acquisitions.
Manage the contracting aspects of the acquisition program for the office of the Project Manager.
Apply procurement principles and technical or program requirements to ensure the acquisition and milestone documentation are reflected and
are integrated into the resulting contracting and procurement actions
Analyze, evaluate, and review proposed and on-going procurements and attendant programmatic issues for highly complex, high monetary
value, long term acquisitions.
Act as a subject matter expert in activities within acquisition related functional area including planning, programming, budgeting, scheduling,
financial management execution, contracting, cost/risk analysis, engineering and/or logistics planning.
Establish, plan for, and serve on Source Selection Evaluation Board(s) to analyze proposals to ensure conformance with PMs weapon systems
acquisition requirements.
Serve as Contracting Officers Representative (COR) on select contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
One-year probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Practitioner Level in the Acquisition Career Field Program Management
within 60 months of entrance on duty.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter
- This position is a Testing Designated Position /Drug Testing that subject to a pre-employment screening, and random testing thereafter, to
include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a TOP Secret security clearance or access
for the duration of employment. A background investigation and credit check are required.
- This position requires Contracting Officer Representative (COR) training the incumbent must be able to complete training within 21 days of Type ACOR designation or within 35 days of Type B or C COR designation.
- Business travel required up to 15% of the time.

Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1) Analyzing procurement programs to identify problems in order to recommend appropriate resolutions; 2) Reviewing proposed contractual actions for conformance with regulatory requirements and procurement practices; and 3) Serve as contracting officer's representative (COR) on selected contracts, and recommends the issuance of necessary modifications to clarify questions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
