You will serve as a Nuclear Engineer or Health Physicist in the Radiological Engineering Division, Radiological Control Office of PSNS and IMF.

Duties

You will direct, control, monitor, interpret, and seek resolution on all matters pertaining to the effective conduct of radiological, production, and engineering practices in your assigned area of responsibility (AOR). You will provide radiological oversight and ensure compliance during radiological work on naval vessel propulsion plant systems in your AOR. You will be responsible for oversight of all radiological aspects of the Naval Shipyard Nuclear Power Program within your assigned AOR. You will monitor, review and ensure compliance with NAVSEA requirements, shipboard work sequences and radiological controls in Technical Work Documents involved in overhaul and replacement of nuclear components of nuclear propulsion systems. You will maintain close liaison with production, radiological monitoring division, and engineering personnel to resolve radiological problems identified during the planning and execution phases of a job. You will mentor subordinates, functional area associates, and departmental management in the application of Naval Nuclear Propulsion Program principles in the given AOR. You will develop and execute action plans to resolve complex problems involving a variety of customers such as: the Ship, other departments, and various levels of command personnel. You will prepare, review, and initially approve of local, corporate, and NAVSEA manual change requests to ensure they are technically correct and required.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • You will be required to perform temporary duty at locations other than your permanent duty station.
  • You must be willing and able to work in small and/or confined spaces.
  • You must be willing and able to work onboard ships.
  • You must be willing and able to climb ladders and scaffolding.
  • You must be willing and able to work an uncommon tour of duty (may include weekend, nights, overtime, or holidays).

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional Engineer or Health Physicist analyzing and monitoring radiological controls operations to identify deficiencies and recommend radiological processes for the improved performance of shipyard nuclear operations. For the 0840 Nuclear Engineering Series:
Successfully obtained a bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position;

OR

A combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration;
OR
(II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico;
OR
(III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above);
OR
(IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the 1306 Health Physicist Series:
Successfully obtained a bachelor's degree or higher in natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus;

OR

A combination of education and experience with courses as shown above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described above.
