Duties

As the Senior Naval Reactors Representative (Puget Sound Naval Shipyard) you will have the following duties: Responsible overall planning, direction, coordination and implementation of joint DOE and Navy technical programs at Puget Sound Naval Shipyard and U.S. Naval activities in the Puget Sound Region, Washington and San Diego, California. Plans and directs a program for independent, technical surveillance of Naval nuclear work for conformance with Program technical directives. Reviews and advises on radiological control and health physics procedures and practices associated with Naval nuclear work, and performs audits and inspections to assure compliance by the shipyard and U.S. naval activities. Reviews and advises on the preparation of technical work documents for Naval nuclear work and ensures such documents conform to Program technical directives and are proper and useable for accomplishment of the work. Evaluates manpower requirements for Naval nuclear propulsion plant work at the shipyard including engineering, quality control, radiological control, trade, and support personnel. Reviews and advises on the scheduling, planning, cost estimating, and performance for this work. Reviews and advises on the nuclear quality control program for shipyard-performed Naval nuclear work and performs audits and inspections to ensure the shipyard nuclear quality control program results in the requisite quality of work. Reviews, evaluates, and approves test programs and procedures which are required for the testing of Naval nuclear propulsion plants. Reviews, evaluates and approves prerequisite check-off lists and exceptions thereto for key events in the testing of the plants.

Candidates must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration. Your responses must demonstrate possession of these qualifications; typically acquired through education, experience, or training, and reflect progressive development and achievement in managing a comprehensive program and/or organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities. Executive Core Qualifications (ECQs): A supplemental narrative must be uploaded and attached to your application addressing each ECQ listed below. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages. There are five ECQs: ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: MTQ 1:Describe your knowledge and experience of the Naval Nuclear Propulsion Program sufficient to serve in a senior leadership position. MTQ 2: Describe your knowledge and experience of advanced principles of nuclear engineering as applied to naval nuclear propulsion including reactor materials, nuclear physics, heat transfer, mechanical and electrical design, hydraulics, naval architecture and radiation health. MTQ 3: Describe your experience and knowledge of shipyard practices, including reactor plant testing and reactor plant operating procedures to advise Department of Energy and Department of Navy personnel on major shipyard evolutions and operation of Naval nuclear reactor plant systems and components. Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.

Education

You must meet the Basic Education Requirement listed below in order to qualify for this series.

Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree).
