This position is in the Planning, Programs and Project Management Division (PPPMD). PPPMD is responsible for the development and execution of program budgets for general investigations (studies and pre-construction design work), general construction (projects in construction), operation and maintenance, flood control and coastal emergencies and general regulatory appropriations. PPPMD project managers lead multi-disciplinary teams to study, design, construct and maintain the district's projects.

Duties

Serves as a senior program analyst, incumbent is responsible as appropriation manager for the entire budget/ programming process and full range of procedural and technical duties. Functions as the program coordinator on assigned appropriations with responsibility for monitoring all assigned study/project funds. Collaborates with and provides guidance and assistance to Project Management, Engineering-and Construction, Operations and Real Estate managers in the preparation and submission of programming documents. Analyzes and evaluates policy directives issued by higher authority concerning the civil works program. Resolves impacts of current year changes on the budget year and nine ensuing fiscal years.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationProgram/Project ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
