This position is located in the Data Quality Division/Decision Support System (DSS) within the Department of Healthcare Business, an integral part of the Resources Directorate at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois. The purpose of this position is to support the organization in its Managerial Cost Accounting initiatives. The incumbent performs analysis and audits of data received from all source systems.

Duties

This position serves as a Program Analyst for Network Managerial Cost Accounting (MCA). DUTIES INCLUDE: Works on broad and complex assignments to gather and reconcile the data necessary to accomplish the monthly processing of Decision Support System (DSS) data. Recommends solutions to data analysis issues encompassing the widest range of administrative and clinical aspects of medical center operations. Responsible for assigned year-end maintenance, conversion work and assigned reporting requirements involving assignments requiring interpretation of DSS guidelines. Ensures the accuracy of the DSS data by designing and coordinating the performance of routine and non-routine data audits. Resolves difficult problems relating to variable and changing costs, multidisciplinary programs with workload and cost variables that are hard to identify, as well as comparable problems. Uses seasoned judgment in selecting and adapting various tools to query DSS and source data systems in completing audits. Works with the Managerial Cost Accounting (MCA) Manager, Operations Managers, Site Liaisons, other MCA staff, data specialists from a variety of areas, and managers or their delegates. Manages several concurrent projects effectively, demonstrating effective scheduling and time management skills and the ability to prioritize. Responds to emergent and/or recurring requests for information from the MCA Manager, Operations Managers, and Site Liaisons. Resolves complex program issues that could not be resolved by operating officials or lower graded program analysts. Data Processing, Management & Analysis The incumbent is a DSS Analyst responsible for monthly processing of ALB and DCM at the assigned facilities by extracting data from the numerous VA and DoD system feeds, including DMHRSi, VISTA, AHLTA, PAID, the VA financial systems and facility support data systems. The incumbent works closely with the staff at the FHCC and the site liaisons on broad and multifaceted assignments involved in the gathering and reconciliation of data necessary to accomplish accurate and timely processing of DSS data. The incumbent recommends alternatives or solutions to data analysis issues encompassing a wide range of administrative and programmatic aspects of medical center operations. Incumbent reviews administrative and/or clinical issues through investigation, analysis and evaluation of the specific procedures used for obtaining, verifying and reporting data. The incumbent sources data from systems feeding DSS such as VISTA, CHCS, CPRS, AHLTA, DMHRSI, Event Capture, PAID, etc. The incumbent designs and coordinates the performance of routine and non routine data audits. Resolves recurring problems relating to variable and changing costs, multidisciplinary programs with workload and cost variables, as well as comparable problems. Program Performance, Measurement & Evaluation The incumbent is responsible for assigned year-end maintenance, conversion work and assigned reporting requirements involving changing codes, clinics and organization structures utilizing DSS guidelines to accomplish programmatic objectives. The incumbent implements new fiscal years guidance, inaugurates financial frame work as it relates to the Defense Medical Human Resource System Internet (DMHRS) and DSS. Maintains the flow of data and process monthly DMHRSi, meeting recognized deadlines. Reviews bi-weekly time, working with staff, directors and department heads to retrieve inaccurate or incomplete data, recommends corrective action to higher level analysts prior to the final submission of monthly time. Reports DSS and DMHRSi data as required in various schedules and reporting formats. Extracts & assembles information from various sources used in routine analytical techniques to develop conclusions and present solutions. The incumbent responds to requests for information from the DSS Manager, Operations Managers, On-Site Liaisons, and business mangers and may involve completing special projects and or special reporting needs for these person. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized experience includes but is not limited to: Experience working with Microsoft products such as Excel, Access, and Word. Experience working with electronic databases. Experience producing an interpreting reports. Experience identifying and resolving issues or problems regarding data. Experience auditing and analyzing financial data and reports. OR Education: Substituting education for the experience required for the GS-9 level which is 2 full years of progressively higher level graduate education leading to Master's Degree or a Master's or equivalent graduate degree OR LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR Combination Specialized Exerience/Education: Applicants may possess a combination of education and experience to qualify at the GS-9 level. (TRANSCRIPTS REQUIRED) GS-11 Requirements: Specialized Experience: Must have at least one year of specialized experience equivalent to the GS-9 grade level which provided the knowledge, skills, and abilities to successfully perform the duties of a Program Analyst. Specialized experience includes but is not limited to: Experience with VISTA and the Decision Support System (DSS) software. Experience with VA accounting systems. Experience executing and interpreting routine and highly complex reports from databases. OR Education: Applicants may substitute education for the experience required for the GS-11 level which is 3 full years of progressively higher level graduate education leading to a PhD or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
