This position is located within the Minneapolis VA Health Care System within the Business Office service line. The employee serves as the Lead Program Support Assistant in the Eligibility and Enrollment Unit, Benefits Section, Business Office and supports the full range of Patient Services Assistants (PSAs) duties and responsibilities. The employee will serve as the lead to a core group of Patient Services Assistants.
Duties

Major duties listed but not limited to:
Interpret and apply VA rules and regulations relating to determining complex legal eligibility to benefits relating to hospital admissions; nursing home; hospice: catastrophic disabilities; domiciliary; fee basis; outpatient care; dental treatment; prosthetic appliances; patient transfer and beneficiary travel
Provide guidance and technical direction necessary for accomplishing the work of the team and unit
Receive requests for transportation from outpatient clinics, schedules them with contracted vendors or volunteer van network
Advise supervisor on problems that may arise, such as backlogs that cannot be disposed of promptly
Provide information to supervisor concerning promotion, reassignment, and recognition of outstanding performance and personnel needs as requested
Provide continued education to the assigned team on current and new policies or procedure
Maintain records of work accomplishments and time expended and prepares production reports when requested
Interpret and apply benefits associated with local and national sharing agreements, Memorandum of Understanding (MOUs) and contractual agreements with other federal, state, local and private entities
Assist in the planning, review, and reporting of data/statistical results of program/projects studies
Work Schedule: Sunday-Saturday, 6:00 a.m. - 6:30 p.m. This is a full time position, with a 40-hour work week. Work Schedule varies throughout the week and various times of the day to include weekends and holidays (work hours may be further discussed during interview process).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: interpreting and applying regulations, public laws, directives, policies and procedures; gathering and analyzing data; determining patient eligibility for healthcare services; using computer applications such as medical record or scheduling software; and/or providing guidance to staff on complex issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Work Environment: Work is performed in an area responsible for treating patients with a wide variety of medical problems, including psychiatric or substance abuse patients. The employee is frequently exposed to communicable diseases. Safety precautions are sometimes necessary.
