This position is located in the Washington, DC Commuting Area, USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Office of Policy, Programs and Planning (GH/P3) at the U.S. Agency for International Development (USAID).

Duties

Coordinates engagement with Congress on inquiries, questions for the record, briefings, congressional notifications, reporting, and hearings. Serves as the lead liaison with the Bureau of Legislative and Public Affairs (LPA) to facilitate strategic congressional engagement. Attends and represents GHB at all in-person and virtual briefings with congressional staff and members. Coordinates to draft, review, and edit briefers, reports, responses and other documents related to correspondence and engagement with Congress, and to ensure alignment with bureau legislative priorities and requirements. Provides expert advisory support to GHB on legislative affairs and engagement. Develops and maintains standard operating procedures and templates to streamline legislative engagement activities. Provides strategic guidance and direction to the GHB to ensure cohesion and effectiveness of GHB’s legislative engagement. Advises and provides guidance to GH Bureau staff to improve their knowledge and effectiveness of GHB congressional engagement.

Requirements

• Must be able to obtain and maintain a Secret Security clearance.

Qualifications

Specialized Experience: GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position include: a) Applying theories and principles of U.S, foreign policy as it relates to the legislative process; and b) Coordinating testimony, briefing materials, and written and/or oral communications relating to the development of legislative initiatives to Congress; and c) Drafting, reviewing, and editing briefers, reports, responses and other documents related to correspondence and engagement with Congress. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience.
