This position is located in the Washington, DC Commuting Area in the Bureau for Conflict Prevention and Stabilization, Center for Violence Prevention(CPS/CVP) at the U.S. Agency for International Development (USAID).

Duties

Provide advice and guidance to Missions and Center on monitoring, evaluation, and learning of USAID projects and programs. Plan, develop, and implement monitoring and evaluation activities that affect broad mission or program areas in the development assistance sector in general and specifically related to conflict and violence prevention, peace and reconciliation. Analyze and evaluate quantitatively and qualitatively the effectiveness of line program operations in meeting established goals and objectives and makes recommendations based on findings. Conduct detailed analyses of complex work operations and processes of broad administrative or technical USAID programs and makes recommendations for improvement of effectiveness and efficiency, using quantitative and/or qualitative methods. Maintain liaison with agency organizations, as well as outside entities, particularly other federal agencies, bilateral and multilateral donors, non-governmental organizations and professional and academic organizations. Develop frameworks and acts as liaison for planning, implementation, and evaluation of assistance programs for high-threat environments.

Requirements

  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Specialized Experience: GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:(a) providing expert level advice and evaluations on complex operational methods and procedures of conflict and violence prevention programs in international development settings; (b) providing technical leadership and advice inside and outside of USAID as a recognized expert in the field of conflict and violence reduction, with expertise in violence and conflict assessments and evaluations; and (c) designing and establishing program implementation plans, and systems for monitoring and evaluating complex international development programs. GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:(a) developing long-range program plans, goals, objectives, or milestones to evaluate the effectiveness of programs; (b) providing advice and evaluations on operational methods and procedures of conflict and violence prevention programs in international development settings; and (c) providing technical advice inside and outside of USAID in the field of conflict and violence reduction, with experience in and conflict assessments and evaluations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
