Duties

This Management and Program Analyst position is located Direct Reports (DR) Chief of Staff, Resource Management Office (RMO) , Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Providing human resources liaison services to senior management, developing, interpreting and/or advising leadership on a broad range of Human Capital policies and administrative processes, and serves as an advisor to managers and leadership on the productivity and efficiency of human resources, employee development, and workforce analysis programs. Planning, organizing, and implementing human resources related projects and programs, utilizing other agency resources as necessary, to provide analysis and recommendations to senior leadership. Conducting analyses regarding current human resources systems, processes, and procedures concerning employee development and workforce planning. Ensures alignment of organizational goals, policies, and requirements of projects and programs towards mission goals. Facilitates and disseminates responses regarding human resources policies, practices, and procedures. Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band and H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-G or GS-9 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Providing a wide range of administrative services in support of one or more of the following program areas: classification, recruitment and hiring, pay setting, employee relations, Employee Performance Management Programs, awards, employee incentives, recognition, and other various human resources related functions; and Developing and presenting personnel actions reports (i.e. compliance, status) to management. OR Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position. OR Three full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related. OR Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-H or GS-11 Pay Bandin the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Providing a wide range of administrative services in support of one or more of the following program areas: classification, recruitment and hiring, pay setting, employee relations, Employee Performance Management Programs, awards, employee incentives, recognition, and other various human resources related functions; and Ensuring the accuracy of job descriptions, vacancy announcements, position modifications, and supporting documentation: and Working with a wide range of human capital processes and systems to submit a variety of request on behalf of management officials and other agency stakeholders. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Bandin the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Providing advisory and consultation services to federal leadership officials in one or more of the following program areas: classification, recruitment and hiring, pay setting, employee relations, Employee Performance Management Programs, awards, employee incentives, recognition,and other various human resources related functions; and Researching personnel actions (e.g., benefits changes, promotions) within HR information systems to ensure compliance and timely submission; and Developing new or modified program policies, regulations and guidelines to determine whether current procedures need to be modified. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
