Duties

Plans, organizes, and oversees the activities of Civilian Harm Mitigation and Response as advisor to the USSOCOM CDR for all CHMR program matters. Manages CHMR Officers throughout the USSOCOM global/worldwide enterprise, to include Theater Special Operations Commands' (TSOC) and Joint Special Operations Command (JSOC), providing CHMR program direction and guidance, as the USSOCOMCDR's lead for SOF Enterprise civilian harm mitigation and response (CHMR) program. Develops and implements CHMR program guidance, policy, validation, priorities, and objectives. Ensures the security of classified information associated with CHMR activities involved with special operations.

  • This position is designated Special-Sensitive. Must be able to obtain and maintain a Top-Secret clearance with access to SCI information.
  • Position requires accompanying USSOCOM staff and performing assigned duties in both exercise and wartime situations. This may require operation in both field conditions and combat zones.
  • Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
  • This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

Conditions of Employment Cont. May be required to travel by military and/or civilian aircraft in the performance of official duties. Travel may be to austere locations for extended periods where exposure to field conditions may require usage of personal protective gear or other safety precautions due to environmental conditions. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety." This position is "Emergency Essential". In the event of a crisis, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate must may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency Essential position and requires that the incumbent or the designated alternate be removed from any military recall status. Employee must sign DD form 236 as a condition of employment. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of CHMR policy, directives, instructions, and guidance as it relates to Joint Force development, readiness, operational planning, and support of DoD and other USG department and agency operations and programs. Knowledge of the laws, conventions and agreements which govern warfare to determine the need for doctrinal changes, conduct research and analysis of doctrine, develop concepts, and mission needs statements, analyze the validated threat and projected threat environment, determine, and provide advice and assistance on CHMR as the subject matter expert. Expert level skill in coordinating effectively, from a both a personal and intellectual aspect, with policy subject matter experts, sufficient to comprehensively research and analyze laws, policies, programs, and current events to construct documents that are accurate and correct to influence change. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the training of personnel involved with special operations. Knowledge in one or more of the following subject matter areas to include Joint SOF Doctrine/SOF C2 structure; SOF Air Operations; SOF Maritime Operations; Unconventional Warfare; Counterterrorism; Military Information Support Operations (MISO); Civil Affairs (CA) Operations; Foreign Internal defense (FID); Counterinsurgency, Multi-National Special Operations, Irregular Warfare or Interagency Activities and Interoperability. Knowledge of National Strategy, National Military Strategy; USSOCOM organization, roles, and missions; NATO, Coalition and SOF, and Joint/Combined/Coalition capability development activities. Extensive and detailed knowledge of DOD, Joint Operations, Military Services, Combatant Commands, and unified command structure and relationships, policies and procedures, principles of Security Force and Security Assistance and related programs. Skill to communicate effectively, both orally and in writing; negotiate complex issues at the highest levels of DOD; maintain good working relationships with ASD-SOLIC, the Joint Staff, the Combatant Commands, the USOCOM Service Components, the Theater Special Operations Commands, and USSOCOM Staff. Ability to establish and maintain positive contacts and working relations with government communities and represent and serve as spokesperson for USSOCOM with senior level officials, GO/FO, and Senior Executives; advise others, skillfully negotiate, and unemotionally mediate to resolve differences and implement decisions. Ability to interpret high level guidance plans, organize ideas, and work with others to translate into appropriate Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities and Policy (DOTMLPF-P) strategies and programming. Ability to interpret and research frequently conflicting guidance from multiple sources, transforming it into clear, concise, and easily understood guidance; gather data, assemble, and analyze facts, conduct analysis, and draw solutions to problems; create alternative solutions to complex problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
