Duties
As a Public Health Analyst (Policy and Issues Management) you will:
Participate in analyzing public health legislation, regulations, executive directives, departmental policy issuances, and other highly visible actions to determine their relevance to the public's health as well as to the organization's plans, programs, and activities.
Establish and maintain relationships with the key officials, agency stakeholders, community groups and the general public in order to communicate and disseminate public health program information which results in an understanding of the agency's mission and activities.
Assist in the development and maintenance of initiatives to improve the public's health as well as to advance the mission of division, center, and/or coordinating center.
Assist in developing components of short-term and long-range plans and work with others to integrate these into the organization's goal management processes.
Assist in program evaluation and the measurement of program outcomes.
Perform special projects to analyze and/or identify specific concerns or conditions with the potential to impact the programmatic and/or daily operations of the organization.

Minimum Qualifications:
To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience:providing assistance with the development of public health initiatives, policy briefs and/or position papers, legislative analysis, issues management, policy research.
OR
Education: Have a PhD in Public Health or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.
OR
Have a combination of experience and education that meets 100% of the qualification requirements for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
