This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Planning, Learning and Resource Management(PLR), Office of Budget and Resource Management (BRM), at the U.S. Agency for International Development (USAID).

Duties

Provides formulation and justification of budgets for a portfolio of operating units and develops options and recommendations for program budget requests and allocations and oversees preparation of concise briefing materials. Adjusts long-range program budget and resource allocation plans to reflect feedback from the budget execution process. Analyzes final appropriations actions. Advises on strategy for interaction with the Congress on budget and program and the details of Congressional Notification of country programs and program changes. Reviews and analyzes requests for budget reallocations from USAID missions and bureaus and provides options and recommendations to Agency leadership on reallocation requests. Performs budget analysis work utilizing a variety of dataset and analytical tools. Notifies management of trends toward over-and under obligation of resources and recommends approval or disapproval of funding requests.

Requirements

  • Must be able to obtain and maintain a Secret security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • Direct Deposit/Electronic Funds Transfer is required.
  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
  • If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
  • You may be required to serve a one year probationary period.

Qualifications

Specialized Experience: GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) providing the formulation and justification of budgets for an entire organization; (b) using knowledge of the organizational funding process and an organization's programs and overriding priorities to advise on strategy for interaction with stakeholders on budget and program and the details of periodic reports; and (c) developing and disseminating organization-wide guidance governing the execution of program budgets, and providing assistance to offices, as needed, on the budget execution process. GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:(a) independently providing expert research, analysis and recommendations on complex matters affecting organization-wide budget planning, programming and resource allocation; (b) planning and leading the implementation of changes to organization-wide budget or resource management; and (c) representing a major organization on budget workgroups or teams, advocating for organizational priorities and briefing senior leadership orally and in writing on progress and recommendations. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not demonstrate the experience below are ineligible for further consideration. Experience representing the organization on budget workgroups or teams, analyzing funding data and drawing conclusions from the data to make recommendations to senior leadership, and using knowledge of organizational funding process to make recommendations to secure funding for high-priority programs. NOTE: Experience must be documented in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
