The primary purpose of this position is to manage AFMAO's records and information management program. The work involves the creation, dissemination, research, storage and disposition of Federal records. Manages the FOIA and Privacy Act PA program for AFMAO. Additionally, this position serves as a point of contact to the AFMAO Commander for administrative support programs.

Duties

Manages AFMAO's internal Records and Information Management (RIM) program and represents RIM to a variety of installation and/or tenant organizations. Manage the Freedom of Information Act (FOIA) and Privacy Act (PA) Program. Manages and administers the AFMAO Support Agreements Program. Directly assists the commander/deputy in the management of administrative support program functions. Planning, organizing, and executing a wide range of planning and scheduling activities for AFMAO. Perform other clerical and administrative work and serves as the resident subject matter expert for all mandated administrative support programs.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-0301, Miscellaneous Administration and Program Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/miscellaneous-administration-and-program-series-0301/ SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Specialized experience includes: The implementation of information management guidance on behalf of an organization; establishment of local processes and procedures that ensures an understanding of the records life cycle and how information is disseminated, transferred, disposed, stored and/or staged based on established guidelines; and the development of reports and briefings that adequately explain program objectives, exemptions, and restrictions as required. OR EDUCATION: Master's degree or equivalent graduate degree OR 2 full years of progressively higher education leading to such a degree OR have a LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Record and Information Management Program, applicable Federal and Public Laws/Executive Orders/DOD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and polices governing life-cycle management of records to include electronic records and information. Knowledge of RIM principles, policies and to use operating system software, database concepts, and peripheral storage devices associated with management installation RIM program. Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the Freedom of Information Act (FOIA) and Privacy Act (PA), to include legal exemptions process, procedures, and guidelines for federal agencies. Skill in basic scheduling, planning, and organizing de-conflicting events/visits, etc. and ability to plan meetings. Ability to communicate effectively, both orally and in writing. Provide technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership. Ability to gather, analyze, and evaluate information in order to draw conclusions and make recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
