The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Field Operating Agency (FOA), Air Force Mortuary Affairs Operations (AFMAO).
Duties
Plans, organizes, and directs the activities of AFMAO, ensuring that the Resources and Programs Branch complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents AFMAO with a variety of installation and functional area organizations.
Analyzes, develops, and evaluates detailed policies, plans, goals, and programs regarding resources, logistics, information technology, and resilience programs and objectives for long range implementation programs, and policies.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This is a Key Position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available. Reference: AFI 36-507 MOBILIZATION OF THE CIVILIAN WORK FORCE.
- Position subject to recall and/or standby due to exercises, natural disaster, hazardous emergencies and/or real world contingencies.
- Overtime may be require. Recall includes ability to report to designate work center and/or supervisor within an hour of notification.
- Standby requires ability to answer a communications device (i.e., landline telephone, cell phone) within four rings receive instructions and respond as necessary.
- Uncommon tours of duty may be required due to exercises, natural disaster, hazardous emergencies and/or real world contingency. Overtime may be required.
- Incumbent must be able to obtain the required immunizations for this position.
- The work may require the employee to drive a government vehicle. An appropriate and valid driver’s license is required.
- The work involves working around human remains, formaldehyde, and associated sights and smells.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of AF (or equivalent) mortuary plans, programs, policies, and procedures; resourcing for both APF and NAF funding sources to budget, purchase, and/or contract; working in an environment that handles human remains and interacting with grieving or traumatize individuals as a result of dignified transfers or re-patriotizations; analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of AF (or equivalent) Mortuary plans, programs, policies, procedures, organization and organization and ability to communicate effectively, both orally and in writing.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of, and skill with government resourcing for both APF and NAF funding sources to budget, purchase, and/or contract: services, training, supplies and/or product to maintain a government facility & equipment in support of the unit and assigned personnel.
4. Knowledge, skill and ability working in an environment that handles human remains and interacting with grieving or traumatize individuals as a result of dignified transfers or re-patriotizations.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
