The primary purpose of this position is to serve as a management analyst in Directorate of Personnel, with responsibility for research, development, planning, organizing, and recommending new and innovative corporate policies, practices and processes for human resources programs.
Duties
Develops and executes policy such as the Civilian Employment Plan (CEP) and Civilian Employment Cost Management Committee program; strategic planning, contingency planning, and sourcing; and legislative and community interface.
Assesses serviced organizations manning issues to determine both short- and long-range requirements.
Provides staff support in the areas of civilian personnel management and organizational manning for Directorate of Personnel and/or Director of Staff for organization.
Develops and recommends programs and processes to achieve strategic goals and objectives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes conducting comprehensive studies on organization's processes to improve the effectiveness, efficiency, resource allocation and functions; advising management on strategies to improve resource savings, manpower requirements and civilian personnel manning (i.e. recruiting, realignment, legislative changes and pay, etc). Developing and implementing solutions for diverse complex issues related to budget, manpower and civilian personnel constraints. Prepare a variety of correspondence (i.e. formal letters, reports, studies and charts); Provide recommendations that can be integrated into short and long range of human resources planning.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex human resource management processes and systems.
2. Expert knowledge of civilian personnel related regulations, programs, missions, and functions to analyze and determine human resource plans, programs, and initiatives to support customers' current and future requirements.
3. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decision involving complex issues and the development of concrete action plans.
4. Ability to communicate clearly and effectively, both orally and in writing, using an appropriate level of tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
