The IT Specialist (Information Security Continuous Monitoring (ISCM) is located within the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Technology and Data Services Directorate (TDS), Cybersecurity Division (CSD), Risk Management Branch (RMB).
Duties
The IT Specialist for ISCM reports to the IT Specialist ISCM Team Lead within RMB and serves an advisor to the Information System Owner (SO), the Chief Information Security Officer (CISO)/Information System Security Manager (ISSM) and the Information System Security Officer (ISSO) on all matters, technical and otherwise, involving the Risk Management Framework (RMF) ISCM security of an information system.

- Must be able to hold a TS/SCI Security Clearance.
- Must be a U.S. Citizen.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Overtime may be required in response to a significant event.
- Occasional Travel - Overnight travel may be required.
- Employee may be deemed an essential employee and may perform “exempt” activities during a lapse in government appropriations.
Qualifications
Specialized Experience:
To qualify for the GS-13 level, you must possess at least one year of specialized experience, equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service, in applying new technical practices to cybersecurity operations where precedents do not exist; assessing programs to determine where improvements in efficiencies and operations could be made; planning and implementing new operational cybersecurity programs; and providing managerial/administrative/technical leadership to the functions of the Chief Information Security Officer (CISO). You must have one year of experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
In addition to the experience described above, you must have related experience in each of the competencies listed below which must be supported by the information contained in your resume and other application materials:
Knowledge of the laws, policies, and regulations of the Information/Cybersecurity field such as FISMA, NIST, CNSSI, ODNI and the Office of Management and Budget (OMB)
Knowledge of IT Security, Cybersecurity, Risk Management, and Information Assurance concepts, practices, and procedures, program evaluation techniques.
Knowledge and demonstrated experience in using various cybersecurity and information assurance techniques, methods and procedures for assessing the security posture of systems, networks, and data.
Specialized ISCM experience is not mandatory, but is highly desired.
Education
Substitution of education in lieu of specialized experience may not be used for this grade level.
