The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders.
Duties
This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Office of the Director, Office of Planning, Analysis and Budget in Washington, DC.
At the full performance level (GS-09) the major duties of this position include but are not limited to the following:
1. Conducts policy and program analysis on major administrative initiatives, programs, and policies.
2. Develops briefing papers and presentation materials based on the incumbent's expertise, research, and knowledge of applicable laws, regulations, and policies.
3. Assists the departments programs in the development of risk assessments; works with the Department on Strategic Plans.
4. Works with the Office of Inspector General (OIG) and Government Accountability Office (GAO) on Corrective Action Plans on Audits; and works with programs to develop evidence-based answers for Departmental assessments.
5. Researches and distributes information on pertinent legislative history, current and prior regulations, and applicable administrative functions, policies, and processes of other related regulatory agencies.
6. Reviews OSMRE's use of funds and anticipates changing needs.
OSMRE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information:
GS-09: ($68,405 - $88,926) per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet A, B or C as defined below for the series/grade to which you are applying.
A. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
B. Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Analyzing various qualitative and quantitative methods in order to develop surveys, reviews, or projects. 2) Evaluating data and other programmatic information for cross-application among various funded programs and policies. 3) Providing advice and technical guidance on budgets; AND 4) Planning, scheduling, conducting and coordinating special studies. Must Meet All.

C. Combination of Education and Experience: A combination of specialized experience and education that equals 100% of the requirement for the GS-09 grade level.
