You will serve as the Facility Support Contracts (FSC) Operations Manager in the Public Works Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters. While this position is administratively attached to the Headquarters, it may be filled remotely by an employee at any of the locations listed.

Duties

You will serve as a manager and proponent for FSC services, operations and maintenance, and policy issues ashore worldwide. You will assist the FSC Division Director in oversight and control over the conception, development and execution of policies and as advocate for process improvements, program analysis, and FSC criteria for Navy-wide application. You will provide mission requirements, as well as program and technical staff support to the Commander, Naval Installations Command (CNIC), Chief of Naval Operations and the Assistant Secretary of the Navy. You will measure and evaluate program accomplishments, effectiveness, and compliance with agency rules and regulations.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel, up to 25% of the time, from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Developing and implementing contracting management strategies and providing guidance and recommendations for improvement; 2) Managing and coordinating the development, justification, and expenditure tracking of facilities budgets for commands; and 3) Overseeing facilities programs to provide guidance on facilities requirements, assets and future planning.
