Duties

The primary purpose of this position is to serve as the Associate Dean for Academic Affairs for DAU's West Region. Supports the planning, development and implementation of acquisition education and training programs specified in Chapter 87 of Title 10, United States Code, Department of Defense (DoD) Directive 5000.57, DoD Directive 5000.66 and related DoD policy addressing DoD acquisition workforce learning and performance needs. Supports management of the regional Business Unit through organizing, directing, and managing assigned faculty and staff who operate the education, training, research and publication programs for acquisition personnel. Develops faculty as "thinking partners" and consultants, continuously improving product and service delivery to provide the right knowledge and skills at the point of need through a variety of learning methods. Assist the Dean with establishing regional objectives to achieve efficient and effective use of available resources by coordinating acquisition education and training programs, and tailoring the content and delivery to support and improve acquisition outcomes for DoD acquisition programs. Prepares, defends, realigns, and forecasts resources and scheduling requirements for the regional campus, working in concert with regional department chairs, the ADOMA and Operational staff. Provides expert advice and support to the regional Dean and DAU leadership on all matters concerning the DoD-wide acquisition workforce in order to identify and implement fundamental, far-reaching measures to effect substantial improvement in the performance of the acquisition systems. Mentors the faculty through creation and modification of learning content, and ensures coordination with learning asset and technology divisions, and across career fields. Assists in the design and implementation of strategies and objectives that maximize employee potential, foster continuous learning, and achieves high ethical standards. Effectively communicates, collaborates, and builds strategic relationships with senior military department and defense agency/field activity stakeholders and external customers in the region's area of responsibility. Supports the implementation of talent management strategies and objectives to acquire, motivate, engage, develop, and sustain a highly skilled workforce. Adheres to Merit System and Equal Opportunity Principles, embracing diversity and inclusion. As part of the enterprise senior leadership team, supports the development, planning and implementation of goals and initiatives in the DAU Strategic Plan, Annual Performance Plan, and DAU products and services to meet the continuing and emerging needs of the defense acquisition workforce in accordance with DoD policies and strategic goals. Performs other duties as assigned. Faculty Duties: Creates and/or delivers learning assets and content as needed, and coordinates with partner divisions that manage related curriculum, or that control DAU processes and tools. Stays abreast of changes and trends in primary functional area, continuously researching, gaining and sharing knowledge in federal communities of practice. Pursues and maintains digital and data analysis fluency that align with DAU and primary functional area best practices in public and private industry. Maintains currency in, and actively uses university technology, digital and social media platforms. Focus on the needs of the customer in a modern learning and business environment that is subject to continual change with respect to platforms, networks and delivery. Serves as a thinking partner with stakeholders and customers, continuously improving product and service delivery to provide the right knowledge and service the point of need through synchronous and asynchronous methods. Builds relationships and collaborates with peers and program management leaders from all organizations within the area of responsibility. Elicits feedback to shape the policies, processes and procedures that produce a frictionless experience for the customers and stakeholders.

  • Incumbent may be required to obtain and maintain an appropriate background investigation/security clearance.
  • You may be required to serve a two (2) year probationary period.
  • The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
  • Work may require travel away from the normal duty station on commercial aircraft.
  • Advanced Acquisition Certification is required (Reference Additional Information Section for more details)
  • Incumbent must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with Department of Defense Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program.

Please reference the Education section of this announcement to review the DAU Faculty Pay Band E (AD-30) Minimum Education and Specialized Experience Requirements. To qualify for this position at the Pay Band E (AD-30) level, you must demonstrate in your resume/application that you possess the required years of specialized experience equivalent at a minimum, to the General Schedule (GS) GS-14 (or equivalent). The following is specialized experience that must be demonstrated in your resume: Demonstrated experience in managing and accessing the performance of major defense acquisition systems and projects, including research, development, production and support, including workforce management and development. Demonstrated ability to develop and implement an organizational vision that integrates enterprise and business unit missions, goals, priorities and values. Experience acquiring and administering human, financial, material and information resources in a manner that instills excellence, accomplishes mission and instills public trust. Knowledge and application of best business practices and tools. Demonstrated ability to apply a broad point of view and an understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic and DAU enterprise priorities. Demonstrated ability to work with internal and external partners to support national security and mission objectives. Education

DAU Pay Band E (AD-30) (Equivalent to Federal positions classified above GS-15 and equivalents) Minimum Education and Specialized Experience:
  • DAU Pay Band E (Executive Equivalency): Minimum Education and Specialized Experience:
    • Basic requirements for Band E include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of eight years of experience in the appropriate functional specialized experience areas. Advanced degrees are highly desired in Band E.
Please note: Technical certifications and/or experience may be approved by the DAU Chief of Staff (delegated from the DAU President) to meet the needs of the University.
