You will serve as a Resource Specialist assigned as the Command Military Administrator within NAVAIRWARCENWPNDIV at either CHINA LAKE or POINT MUGU.
This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will initiate studies and analysis to plan resource allocation and requirements, define organizational deficiencies, and resolve administrative issues.
You will prepare briefing materials and reports in support of NAWCWD military processes and procedures.
You will direct and oversee military personnel functions, such as job assignments, staff promotions, and career counseling, recruiting, identifying training needs and develop and manage educational programs.
You will serve as the on-site representative of Pay and Personnel (PAYPERS) Team under the cognizance of Navy Pay and Personnel Support Center (NPPSC).
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
DA-03:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Using systems such as Navy Accountability and Assessment System (NFAAS), Navy Standard Integrated Personnel System (NSIPS), Master Military Pay Account (MMPA), BUPERS Online (BOL), and/or Navy Department Awards System (NDAWS); 2) Creating travel orders/vouchers and/or serving as an Approving Official in Defense Travel System (DTS); 3) Submitting pay, personnel, and administrative transactions (via eCRM Salesforce or a similar application); 4) Contributing to briefing materials and/or reports in support of military processes and procedures.
DA-02:
Your resume must demonstrate 3 years of general experience, 1 year of which was equivalent to at least the DA-01 pay band. General experience includes some or all of the following: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
DA-03:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
DA-02:
4-year course of study leading to a bachelor's degree
