This position is part of the Interior Business Center (IBC), Financial Management Directorate (FMD), IBC FMD Accounting Operations Division. The incumbent will be responsible for providing program expertise and supervision for teams responsible for accounts payable functions, including travel payments, permanent change of station, contract payments, or commercial vendor payments.
Duties
Supervises, plans, and directs the work of a team, plans work to be completed by subordinates based on organization priorities. Provides advice, guidance, and assistance to client personnel regarding accounting policies, procedures, and practices.
Establishes, develops and maintains effective working relationships with Department of Interior clients, external client organization staff, treasury representatives, and OMB staff.
Researches, interprets, analyzes, and applies federal appropriation law, basic accounting theories, bookkeeping principles and government payment processing procedures and regulations.
Applies independent judgment in managing and providing operating expertise over accounts payable programs and processes.
Makes recommendations on use of system and system products to solve problems, improve financial control and coordinate finance related activities.
Qualifications
At the GS-13 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position includes analyzing accounting systems such as the Financial and Business Management System (FMBS), or Oracle Federal Financials (OFF), or extensive experience utilizing and analyzing other financial management systems; experience presenting expert technical findings and recommendations to senior management officials both orally and in writing; experience coordinating work assignments with subordinate leads and /or other staff; experience providing advice, guidance, recommendations, and assistance regarding accounting, financial management, and fiscal policies, procedures, and practices; and applied expert level knowledge of basic accounting theories, bookkeeping principles, government payment processing procedures, and regulations in order to disburse Federal funds for a variety of payment claims.
