Duties
Serves as primary network administrator for one or more Local Area Networks.
Provides technical advice and training for application and equipment implementation.
Diagnoses system failures to isolate the source of the problem.
Serves as the senior IT Specialist for a DCMA hub site.
Resolves end-user problems on a variety of IT systems, including telecommunications, computer hardware, and software applications.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
Specialized Experience:
One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications by the cut-off/closing date of the announcement.
Creditable specialized experience includes:
Experience serving as a primary network administrator for one or more Local Area Networks.
Experience as the technical advisor for all aspects of information technology efforts to include project management;
Provides analysis of applications and equipment implementation and utilization.
Trains personnel in software/hardware equipment, applications, and telecommunications/network services.
Provides technical guidance and support to other IT specialists within the agency.
Resolves unusual, precedent-setting, complex problems.
Diagnoses system failures to isolate the source of problems between equipment, systems software, and application programs.
Recommends and implements redesign changes.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
