You will serve as an IT SPECIALIST (PLCYPLN) within NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will serve as the IT Technical Director for the Department of Navy (DON) Special Access Program (SAP) Office of the Chief Information Officer (CIO); and reports to the DON SAP CIO and Deputy CIO
You will be responsible for the development and execution of a DON SAP enterprise data architecture and knowledge management plan.
You will improve capability and performance to align to enterprise services and ensure cybersecurity of the DON SAP IT systems.
You will maintain expertise on all matters related to DON SAP enterprise-wide IT requirements and is directly responsible for the technology development of implementing strategies, policies and plans.
You will provide detailed strategy, policy and planning guidance, assistance and support to both government and private industry participants of major acquisition efforts.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Chief Technology Officer level advanced within 12 months of appointment.
Qualifications
Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

In addition to the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent private or public sector. Specialized experience must demonstrate performing duties such as the following;
1. Coordinating with other Service/Agency stakeholders to understand strategies and planning efforts for IT networks and systems under their cognizance.
2. Operating independently, managing the full range of technology strategy, policy and planning functions through the combined technical and administrative direction.
3. Providing analysis to a broad range of information technology efforts under review and development
