We are looking for a Facility Operations Specialist to assist the Assistant Facility Manager with the management, operation and quality control of maintenance and repairs in the Thurgood Marshall Federal Judiciary Building (TMFJB).

Duties

This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer (COO), Office of the Facility Manager, Supreme Court Building and Grounds (SCBG), Assistant Facility Manager Thurgood Marshall Facilities Operations Division. The incumbent of the position performs reviews with collaboration from a senior Facility Operations Specialist to identify the scope and nature of infrastructure failure and recommend the required solutions. The incumbent shall have general knowledge of building electrical, mechanical, plumbing, elevator systems, contract management, and tenant renovation projects for commercial and public buildings.Major DutiesFacility Maintenance Operations (40%)Supports the supervisor by performing administrative tasks related to the necessary record keeping for various  Operations and Maintenance Service Contracts. Duties shall include updating schedules utilizing Microsoft Project, maintenance of spreadsheets utilizing Microsoft Excel, accounting for and tracking expenses, maintenance and organization of digital records on the file server, drawing archive maintenance and filing. The incumbent continuously identifies preventive maintenance program needs, develops requirements in the form of PM Task Sheets, builds concurrence around form and content and culminates with implementation.Develops and updates maintenance procedures based on manufacturer recommendations, changing industry standards or operational needs. Ensures that new maintenance procedures are executed properly and according to computer aided facility management (CAFM) requirements.Utilizing standardized reports generated by others, summarizes and briefs SCBG Management on the current status of facility operations on a regular and frequent basis.Executes quality assurance inspections to ensure contractor compliance of maintenance and custodial cleaning standards as issued in contracts.Facility Engineering Project Management (20%)Manages small projects covering a variety of disciplines, trades and services. Works as directed to coordinate new tenant construction and maintenance projects, to include development of project scopes of work, government cost estimates, contractor price solicitations and facility drawing packages. Performs quality assurance inspections to ensure that all assigned work is completed in strict adherence with approved drawings and contract requirements.Prepares scopes of work for projects in support of maintenance and client services, to include Independent Government Cost Estimates (IGE), risk evaluations, facility impacts and technical details to meet industry standards.Assists with the preparation of contract specifications, inspection plans, payment schedules and technical evaluation plans. Initiates inspection test procedures, contract modifications and standards checklists for evaluating contractor procedures and operations. Applies statistical sampling techniques to obtain and validate data.Contractor Oversight (20%)

Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-9 grade level in the Federal service. Specialized experience for GS-11: Specialized experience is defined as having experience: (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability; and (3) Assisting in managing and technically directing contract administration activities. Includes monitoring contractor activities through personal contact or review of performance data to ensure compliance with technical, financial and delivery requirements of the contract.
