The primary purpose of this position is to serve as the Joint Bases Analyst with responsibility for specific Joint-based installations support. In this capacity, integrates, synthesizes, and synchronizes the efforts of multiple levels and activities to ensure mutual understanding and unity of effort in all functional program areas.
Duties
Provides technical review of proposed modifications to intra-service Memorandums of Agreement (MOA) and analyses associated agreements for Transfer of Accounting (TOA) between Service Components.
Provides support on all Joint Base matters to senior leaders (GO/SES level).
Works with other Services (Army, Navy, Marines) to resolve complex base issues, and formulates negotiated agreements.
Leads teams and working groups of cross functional disciplines engaged in developing and recommending proposals and implementation plans.
Represents the organization at executive levels within the Government and to contractor/industry representatives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include ensuring mutual understanding and unity of effort in all functional program areas; ability to negotiate effectively with management to develop and recommend proposals and implementation plans; and providing support to program customers and senior leaders NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a comprehensive range of support functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of Air Force Installation and Mission Support organizations to provide high level staff guidance.
Knowledge of asset management principles, applicable public laws, Department of Defense (DoD) and Air Force concepts, theories, policies, directives, and procedures.
Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds.
Knowledge of business accounting and financial management principles and procedures.
Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
Skill in identifying actual or potential problem areas, trends, and/or similar factors to improve Air Force program operations and management systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
