This position is part of the WAPA-DSW-Desert Southwest. As a Public Utilities Specialist (Contracts & Energy Services), the full performance level will be gained through mentorship while the incumbent is working complex assignments in a training capacity.

As a Public Utilities Specialist (Contracts & Energy Services), you will:
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year (52 weeks) of specialized experience equivalent to the next GS-9 grade level in the Federal service.
For the GS-11 level the specialized experience requirement must include at least 3 of the following:
Experience in the development, negotiation, and administration of contracts or agreements that involve the ability to write binding technical documents between parties.
Experience multi-tasking on several types of contractual projects that involve researching, analyzing, and writing technical documents, and demonstrates positive written and verbal customers service experience.
Experience researching a variety of legal subjects, procedures. and methods related to the utility industry.
Assist staff as needed in understanding and development of unique/complex power marketing contracts in which contractual precedents or existing policy may not exist.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
