The FBI's Finance and Facilities Division (FFD) is seeking an IT Specialist (ITS) to perform duties supporting the FBI's Accounting and Technology program. ATS is responsible for the administration and management of initiatives that are critical to the FBI's overall finance, facilities, and asset management infrastructure. These initiatives sustain multiple Commercial-Off-The-Shelf (COTS), Government-Off-The-Shelf (GOTS), custom applications, tools, and technologies needed for the FBI's mission.
Duties
GS-7
Plans and completes assignments while adhering to established instructions, policies, practices and procedures.
Establishes and maintains working relationships with internal and external stakeholders to exchange information, provide recommendations, and provide analytical support.
Communicates with others to provide training while preparing and presenting reports and briefings.
Manage the collection of documentation required for the internal and external audit.
Provide technical guidance for ATOs, patches, migrations, infrastructure etc.
GS-9
Plans and completes assignments while adhering to established instructions, policies, practices and procedures.
Establishes and maintains working relationships with internal and external stakeholders to exchange information, provide recommendations, and provide analytical support.
Communicates with internal teams to gather risks and milestones to prepare and present reports and briefings on project recommendations.
Manage the collection of documentation required for the internal and external audit.
Provide input for long term plan for the COTS product upgrades, releases, maintenance and patches.
Provide technical guidance for ATOs, patches, migrations, infrastructure etc.
GS-11
Monitors and manages processes to support testing and business acceptance for software defect resolutions, workarounds, or new functionality/upgrades.
Oversees change and configuration management process.
Evaluates technical impacts and risks analysis provided by contract vendor.
Coordinates with Information Systems Security Officer (ISSO) on required security scans and Authorized to Operate (ATO) renewals.
Under the guidance of the System Lead, perform a variety of project management and coordination duties to include (but not limited to) schedule reviews, reviews of technical design, impact analysis, unit and system team, and review of release schedules.
Other duties as determined with System Lead and Unit Chief.
Qualifications
GS-7: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-5 grade level. SE is defined as follows:
Experience establishing policies and procedures involving the implementation of software and network troubleshooting.
Experience following guidance from internal colleagues on performing analysis and review of IT systems.
Experience communicating orally and in writing to prepare and present reports, briefings, and/or exchange information.
Experience with Microsoft Office and SharePoint
GS-9: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-7 grade level. SE is defined as follows:
Experience making decisions that adhere to practices, policies, and procedures.
Experience establishing and maintaining working relationships with internal and external stakeholders to exchange information, provided recommendations, and analytical support.
Experience identifying problems and troubleshooting IT errors in collaboration with internal colleagues.
GS-11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-9 grade level. SE is defined as follows:
Experience with project management skills that include planning, concept developing, and designing.
Experience with the installation, construction, operations, and maintenance of systems and facilities.
Experience updating and/or developing manuals and directives.
Experience performing studies to research, analyze, and design IT systems within the FBI.
Experience working on network infrastructures.
Education
All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:
GS-7: Applicant must have a bachelor's degree with superior academic achievement or one (1) full year of graduate level education. Superior academic achievement is the completion of all the requirements of a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership.
GS-9: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
