About the Position: Serves under general administrative direction of the District Engineer. Receives assignments in terms of broad objectives to be achieved. Incumbent is fully responsible for carrying out all phases of the financial management program. Exercises initiative, judgment and technical expertise in interpreting directives, planning, implementing and directing the financial cost and budget, management analysis, manpower, commercial activities and financial advisory functions.
Duties
Provide advice to budget action teams to develop and implement standard operating procedures to ensure consistent practices are being followed.
Exercise technical expertise in administering a financial management service program.
Provide guidance to subordinates in order to reach objectives consistent with finance and accounting principles.
Exercise supervision over the execution of financial work through subordinate supervisors to ensure the integration of work amongst staff remains consistent.
Facilitate cooperation to motivate team members to accomplish group goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Subject to a one-year probationary period unless the appointee has previously met the requirements.
- Subject to a one year supervisory probationary period is required unless previously completed.
- Must be able to obtain and maintain Financial Management Certification Level 3. Failure to obtain this certification within 24 months may subject the incumbent to adverse action.
- Business Travel (TDY) is up to 25% of duty time for this position.

Specialized Experience GS-14:
One year of specialized experience which includes (1) administering a financial management service program; and meeting at least one of the following: (2) attend meetings to provide financial data and recommendations; and/or (3) demonstrate ability in establishing external and internal working relationship to an organization. This definition of specialized experience if typical of work performed at the next lower grade/level position in the federal service (GS-13 or above). Specialized experience must be clearly evident in your resume.
