About the Position: Serves as the Financial Manager (Comptroller) for New York District Construction Division and is responsible for the financial management of the division's operating program to include obtaining, administratively controlling, and accounting for division resources. Appropriations are for civilian pay and benefits, transportation, training, supplies and services for mission and facilities support and communications.
Duties
Directs and oversees development and formulation of budget requirements and then justifies and presents to district, division or higher Headquarters (HQ).
Coordinates and supervises the preparation of the construction division Operating Program and Budget, insuring that it accurately reflects program and budget requirements with reference to resources, policy, and guidance.
Applies heuristics to placement forecasting to adjust for award delays, funding variations, and construction slippage.
Reviews and analyzes subordinate work products prior to submission to Construction Division leadership.
Responsible for obtaining, administratively controlling, and accounting for funds needed to assure adequate resources for support of the division.
Responsible for the preparation of the NY District's portion of the overall Military, Civil Works, and IIS program budgets.
Performs the full range of personnel management responsibilities by planning, directing, and evaluating the work performed by 6-8 subordinates.
Develops, administers, and supervises systems and procedures for distribution and control of manpower authorizations and requirements.
Responsible for division agreements and Management Internal Controls.
Requirements

- This position has been designated as non-critical sensitive as defined in DoD 5200.2-R, and requires you to possess, or obtain and maintain for the duration of employment, a secret security clearance.
- This position requires to obtain and maintain Financial Management Certification Level 2 within 2 years of hire.
- This position requires you to submit a Financial Disclosure Statement (OGE-450) upon entering the position and annually, in accordance to DoD Directive 5500-7-R-, Joint Ethics Regulation, dated 23 March 2006.

Specialized Experience GS13; One year of specialized experience which includes: (1) Preparing periodic financial reports, and producing manpower and force management allocations; (2) Providing financial analysis support including budgeting, accounting, audit, and payments; (3) Developing, managing, and monitoring budget and labor charging; (4) Monitoring, tracking, and reviewing obligations, expenditures, and reimbursements; and (5) Planning and coordinating fiscal, acquisition and administration operations; (6) Knowledge of labor accounting principles, overseeing multiple funding accounts including S&A Management.
