As the NYHHCS VA Medical Center's Assistant Financial Manager, the Assistant Chief, Financial Officer is responsible for establishing and maintaining a complex integrated system of financial service that provides major impact and control over facility operations. These services include resource and workload planning and budgeting, auditing, accounting, financial analysis, business plans and reporting.
Duties
Develop local policies for use by operating officials in preparing budget estimates for their services which are critical to the success of the mission.
Reviews estimates and negotiates with management officials to arrive at compromises that facilitate the budget process.
Responsible for the distribution of funds to the various control points, analyzing actual experience as compared to the plan, and making projections to indicate needed adjustments in the budget plan.
Distributes funds to operational elements within the Medical Center which reflect policy and budgetary intent, makes projections, and indicates what adjustments in plans are necessary to maintain equitable program balance.
Develop a cost accounting system which collects and reviews data from all services and inputs the data into the Financial Management System.
Responsible for a complete accounting system which includes activities normally found in a professional accounting function.
Develop a responsible system of reporting general management data and financial data for the NYHHCS VA Medical Center.
Develop a Fiscal Service Quality Control Program as required by VHA Handbook 1730.2.
Responsible for other finance activities such as station employee travel; data entry, maintenance and operation of all Fiscal ADP activities, voucher audit, payroll reports, cashier, patients' funds, beneficiary and employee travel, transit benefits, purchase cards and general post fund functions.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday 8:00am- 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11.
For a GS-13 position you must have served 52 weeks at the GS-12.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: finance activities such as station employee travel; data entry, maintenance and operation of all Fiscal ADP activities, voucher audit, payroll reports, cashier, patients' funds, beneficiary and employee travel, transit benefits, purchase cards and general post fund functions. These functions involve accountability for public, trust and deposit funds in accordance with a wide variety of laws and regulations.
