Duties

Serves as the Lead GPC Program Specialist, within the Defense Commissary Agency (DeCA), Headquarters (HQ), Acquisition Management Directorate. The primary purpose of this position is to assist the Division Chief with the planning, programming, coordinating, reviewing, analyzing, and execution of the Agency Government-wide Purchase Card (GPC) Program. Position responsibilities include: Reviews and identifies various program requirements (i.e., initiatives to provide modernization of the process for capture, storage, processing and analysis of program transaction and card user data) in alignment with DoD initiative of data mining techniques. Conducts Agency-wide research and analysis of program compliance, procedures and guidelines, and develops recommendations for program changes and improvements across the entire spectrum of GPC users and interfaces. Provides advice to cardholders and approving officials as particular issue arise. Conducts reviews of purchase card accounts and transactions at numerous locations to ensure program compliance including proper use of the purchase card, adherence to delegated limits, DoD, agency, local policies and procedures and law.

  • Physical Requirements: Work is primarily sedentary. The work may require some travel to commissary locations, as well as attendance of conferences and meetings at various Government offices. This position may also require extraordinary work hours.
  • Work Environment: The incumbent's work is normally performed in an office setting. The work environment involves everyday risks and discomforts that require normal safety precautions. Occasional travel may be required.

Qualifications

In accordance with the Group Coverage Qualifications Standards for Administrative and Management Positions, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN-OCCUPATIONS, applicants applying at the GS-13 grade level must possess a minimum of one year of specialized experience equivalent to the GS-12 (or equivalent) grade level. Specialized experience may not be substituted for education at this grade level. Volunteer Experience: Your experience refers to paid and unpaid experience, including volunteer work done through a National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Assessing and analyzing purchase card operations through management, auditing, finance principles, theories, and techniques. Gathering data and making recommendations within acquisition or purchase card program guidelines and regulations. Using in-depth fact finding investigative techniques to determine waste, fraud or abuse within purchase card programs. Provide training and operational oversight to ensure compliance with the GPC Program Objectives. Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. Education

Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date.
