This position is located in the Federal Trade Commission (FTC), Office of the Executive Director, Office of the Chief Information Officer (OCIO). The OCIO is responsible for planning and managing all aspects of the agency's Information Technology (IT) infrastructure, telecommunications, and data security in delivering end user services to all FTC staff. The OCIO manages the data centers and all enterprise applications, mission specific applications and the help desk and user support services.

Duties

This position is responsible for performing the day-to-day activities in support of the IT Project Portfolio program in the Strategy and Resource Management group (SRM), as well as providing support with advisory council meetings. The full range of the duties includes, but are not limited to, the following: Facilitate and/or conduct various meetings which consists of planning, coordination, collection, and organization of meetings content, along with development of slides or briefings. Assist department head in developing agendas; conducting follow-up activities; and assembling content from other areas to produce comprehensive results. Monitor portfolio program metrics and performance, identify issues, and provide recommendations for resolution. Develop methodologies and alternative approaches for betterment of existing procedures. Gather and analyze data and provide integrated, intuitive reports and dashboards for management. Compile and analyze project data and develop reports to track against long term strategic goals and other metrics. Identify trends and resource requirements. Evaluate and recommend on the efficiency and effectiveness of the project and portfolio program in support of strategies, goals, and objectives. Identify deficiencies and provide recommendations and action plans for management consideration. Offer proactive business advice based on analysis for the best solution to satisfy mission requirements and escalate, as appropriate. Establish and maintain policies and procedures associated with the program as well as providing recommendations to improve overall program performance. Work with program and budget managers on project budgets and schedules. Develop training material and communicate with OCIO staff on various aspects of the project and portfolio management process. Serve as a Contracting Office Representative (COR) as assigned. Support for general administrative tasks on a myriad of project-related activities.

Qualifications

To qualify for a Program Analyst at the GS-12 level, you must meet the following requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Proficiency in management and organizational principles to include a comprehensive knowledge of planning, programming, and to a lesser degree, budgeting. Comfortable and adept in facilitating or leading meetings attended by varying levels of staff and managers, including but not limited to weekly portfolio status meetings and monthly advisory council meetings. This includes having an understanding and grasp of current projects and priority efforts, with the ability to speak generally on non-technical aspects of the projects, as necessary. Ability to communicate information in a brief, clear, and organized manner; can assess an audience with the aptitude to tailor communication style and content appropriately, while demonstrating tact and insight. Skill in providing management with objectively based information for decision making on administrative and programmatic aspects specific to project and portfolio management. Capable of identifying informational needs to gather, organize, and maintain the information and determining the accuracy of information while practicing discernment on relevancy of the information. Demonstrable skill and experience in the use of Microsoft Office including Teams using Planner, Project, PowerPoint, Word, and Excel to convey information in both written and visual terms. To qualify for a Program Analyst at the GS-13 level, you must meet the following requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Ability to accomplish various reviews and application of advanced analytical or statistical methods and techniques. Skill in providing recommendations for potential benefits/uses of automation to improve the efficiency of program operations. Aptitude to conduct administrative audits to determine appropriate changes or corrective action required to processes, procedures, policies, or overall approach. Capacity to independently determine the most appropriate methods to apply in all phases of assignments, including the approach to be taken and depth of research, etc. Possesses sound judgment, initiative, and resourcefulness in deviating from established methods to modify, adapt, and/or refine broader guidelines to resolve specific and/or intricate issues and problems. Effective time management skills and ability to work well during periods of stress while displaying a high level of initiative, effort, and commitment toward completing work in a timely manner with little to no supervision. Able to self-direct and make sensible decisions when interacting with all levels of staff, contractors, or the public. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
