This position is located in the Department of Homeland Security, Office of the Chief Security Officer, Washington, District of Columbia.
Duties
The primary purpose of this position is to serve as an Insider Threat Program Analyst in the Threat Management Operations (TMO).
Duties performed:
Serves as the primary administrative and programmatic advisor to the Insider Threat Program (ITP) manager and Office of the Chief Security Officer (OSCO) senior management team to include Enterprise Governance, Communication, and Insider Threat tool and capability deployments.
Independently coordinates the execution of strategic initiatives.
Develops and analyzes internal administrative policies and procedures.
Serves as independent technical authority for the organization.
Analyzes portfolio trends and compiles data for analysis by top level managers.
Qualifications
Specialized Experience:
GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Assisting in strategic projects to improve policies and ensure technical compliance with regulations;
Utilizing knowledge of Human Resources to provide guidance to program staff;
Utilizing knowledge of quantitative and qualitative methods to contribute to the development of program and/or budget planning; AND
Reviewing program objectives to assist in program assessment.
GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Reviewing legislation, regulation, and policies to provide advice and ensure technical compliance with regulation.
Utilizing knowledge of Human Resources to provide program guidance to senior level officials;
Evaluating prospective changes and impacts on budgetary or financial functions and programs; and
Evaluating program objectives to improve efficiency and effectiveness.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
