The primary purpose of this position is: To serve as a Network Operations Analyst with responsibility for managing the command Local Area Network/Wide Area Network including the planning, analysis, acquisition, design, development, implementation, quality assurance, configuration, installation, integration, testing, and management of networked systems.
Duties
Manages the USSTRATCOM LAN/WAN systems, monitors and resolves outages on complex network systems, configures and installs network hardware/software, and maintains LAN Operations.
Provides technical oversight of network cyber security initiatives.
As a senior network operations analyst, performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems.
Keeps abreast of emerging technology to predict future network needs.
As a senior network operations analyst, participates in management discussions, meetings, committees, or special projects.

- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
- This position is designated by the Air Force as a testing designated position under the civilian drug-testing program.
- It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes; Applying IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Ensure the organization's network architecture, topology, and protocols sufficient to plan, design, develop, and integrate network systems consistent with existing or planned network infrastructures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.
2. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at combatant command level.
3. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems.
4. Knowledge of complex configuration management techniques and requirements appropriate to manage combatant command level network systems.
5. Knowledge of IT information security (INFOSEC) principles, concepts, practices, and requirements for network operations and protocols, systems testing and evaluation, risk and vulnerability assessments, and performance management methods sufficient to plan and conduct security reviews for installed systems or networks, advise on new or revised security measures and countermeasures, and to implement mitigating improvements.
6. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions, make sound decisions, and solve a variety of network problems and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.
7. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
