Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Management and Program Analyst, multiple locations. Location Negotiable After Selection- You must choose one of the following locations: Washington, DC; Harper's Ferry, WV; Indianapolis, IN; Minneapolis, MN.

Duties

You will serve as an analyst to management on an acquisition program or in support of acquisition staff requiring application of a wide range of qualitative and quantitative methods to assess complex management and program data. The incumbent is responsible for developing and implementing business planning, cost estimating for business cases, budget planning/execution, review and analysis for both proposed and approved acquisition initiatives. This position starts at a salary of $86,962.00 (GS-12, Step 1) to $134,435.00 (GS-13, Step 10) with promotion potential to $134,435 (GS-13 Step 10). Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. Description of position responsibilities: Directing, implementing, coordinating, and overseeing a segment of a CBP acquisition program or supports acquisitions staff. Conducting analysis on program objectives, and recommending actions or improvements to achieve outcomes. Providing technical assistance and support to Program Management Office (PMO) or acquisition staff in all matters relating to the application of acquisition planning, execution and oversight: performing analysis on problem definition and solving. Performing analysis on information provided by systems and providing recommendations to senior analysis for future actions. Applying skills and knowledge on performing analysis/review of CBP acquisition programs, and their related documentation.

Qualifications

Experience: You qualify for the GS 12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting with developing acquisition strategies. Interpreting and applying standardized acquisition policies and procedures to ensure compliance with the agency's mission. Performing project management activities generally appropriate for contract vehicles of moderate complexity, including both supply and service contracts. Articulating complex program and project requirements, principles, and best practices in a way that facilitates greater understanding at all levels to provide insight on acquisition programs. Experience: You qualify for the GS 13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting analysis and tracking of program data, and developing and implementing long and short range procurement plans. Planning and conducting special studies personally or through team members and preparing procurement strategies, purchase requests, and related documentation. Directing and overseeing a segment of acquisition related programs. Assisting senior analysts with developing briefings and presentations for use by management or senior staff members. Conducting analysis on program objectives and providing recommendations for improvements to achieve program goals. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/28/2024. Current and former federal employees may be required to serve or complete a probationary period.
