The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Collaborate across the ODNI to support a comprehensive emergency management plan aimed at strengthening security and resilience across all ODNI facilities by facilitating planning, training, and exercises which build and maintain necessary capabilities to prepare, prevent, protect, mitigate, respond to, and recover from emergency incidents.
Evaluate the ODNI's efforts to build and sustain a continuity capability against existing requirements.
Develop programs, personnel, budget and training to ensure the continuation of mission in the event of an emergency.
Develop and implement emergency management standards, regulations, practices, training, and procedures to identify, minimize or eliminate hazards and threats.
Develop and prepare emergency management policies and plans, procedures, and risk assessments.
Develop and implement concepts of operations for casualty management, patient surges, and disease outbreaks.
Lead efforts that coordinate emergency functions to prevent, protect from, mitigate, prepare for, respond to, and recover from emergencies and disasters.
Evaluate, assess, and inspect emergency management processes, plans, standard operating procedures, or guidance for compliance with established emergency management directives, regulations, policies, civil rights laws, standards, and guidance.
Collaborate with IC partners to ensure that resources are properly arrayed to address continuity requirements identified in existing policy.
Provide technical advice on preparedness and response activities associated with natural and/or man-made disasters.
Meet emergency management objectives by conducting occupant emergency planning, crisis management, continuity of operations and government, mission assurance, and resiliency activities.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.
Qualifications
Mandatory Requirements:
Extensive program management, analytic, and critical thinking skills, including demonstrated ability to conduct program and management assessments, to identify needs and requirements, and to develop non-linear process improvement recommendations for implementation across the IC.
Extensive knowledge of and experience with the IC analytic, continuity, mission assurance organizations' structures, missions, priorities, and resources.
Demonstrated ability to work effectively with senior leadership to build consensus on contentious issues and to foster a collaborative work environment across the ODNI, IC and mission partners.
Demonstrated ability to design and implement integration strategies for IC initiatives and programs, including the ability to manage human, financial, and information resources.
Extensive experience examining program/project successes and failures and making expert recommendations to improve products and services; demonstrated ability to deal with service failures and prioritize customer needs.
Demonstrated ability to balance responsibilities among program/project activities; demonstrated ability to manage transitions effectively from task to task, adapting to varying customer needs, or ongoing emergencies.
Demonstrated ability to identify emerging trends and strategic issues and incorporate these in developing strategic plans for the organization.
Demonstrated ability to lead and manage capabilities, including that ability to effectively direct taskings.
Demonstrated ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices,
supplying or seeking information on specialized and non-specialized matters; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
Demonstrated ability to observe, measure, and evaluate outcomes against goals and objectives and direct the development and implementation of solutions and/or organizational changes.
Demonstrated interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment; and to lead and mentor junior colleagues.
Demonstrated ability to communicate, both oral and in written, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Incumbent will be required to travel to all ODNI Facilities in the WMA to perform duties associated with this position.
Education
