You will serve as a SUPERVISORY ELECTRICAL ENGINEER DIVISION HEAD in the Digital Analytics Inf & Tech Adv Group, Int Battlespace Sim & Test Dept, Integrated Combat Environments Div of NAVAIRWARCENAC DIV.

Duties

You will approve proposals, preparation of cost estimates, allocation of resources, determination of test readiness, technical and financial oversight, problem resolution and final reporting. You will be responsible for the technical adequacy of facility architectures, the integration efforts with other facilities and the organizational adherence to the Systems Engineering Process. You will provide higher-level guidance required for program execution and ensures compliance with corporate policy and objectives. You will provide detailed project plans that include engineering studies, design and development plans, and support milestones for new and existing simulation systems. You will identify end-user requirements and related targets of opportunity to form a basis for selecting and implementing new technologies into facilities. You will lead technical meetings and interact with process management/improvement staff, senior managers, and technical staff to establish and maintain plans and procedures for performing systems engineering activities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Ensure personnel safety while working around aircraft, heavy equipment, and other dangerous items 2.)Ensure aircraft / weapon safety while working in a stressful, dynamic environment 3.)Expertise in understanding of Electromagnetic Environmental Effects and Electronic Warfare 4.) Ability to manage Test and Evaluation facilities such as ACETEF, E3, SAIL 5.) Approval of proposals, preparation of cost estimates, allocation of resources, determination of test readiness, technical and financial oversight, problem resolution and final reporting. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
