Duties
The primary purpose of this position is: to serve as a Missile Defense Planner in the Warfighter Involvement Processes of the Joint Functional Component Command for Integrated Missile Defense:
Serves as the principal action officer and project leader in the joint planning and development of the Joint Functional Component Command for Integrated Missile Defense/Strategic Command Warfighter Involvement Process (WIP) program and manages the WIP-Database (WIPDb)
Responsible for inclusion of Missile Defense Systems and Service from a warfighter perspective, Joint requirements, and capabilities into USSTRATCOM Joint planning and modernization documents
Exercises management of classified and unclassified information systems and virtual collaborative technologies to improve our ability to collaborate, coordinate, assess, and improve command information acuity
Represents JFCC IMD at Service, Joint, MDA and other inter-agency mission area working groups, in- progress reviews, operational planning teams, and other conferences and meetings
Prepares and presents information and decision briefings to the JFCC IMD command group, USSTRATCOM, CCMDs, and Service Secretaries, requiring development of written analyses, requirements documentation, operational products and oral presentations

Qualifications
The incumbent will be required to obtain and maintain a Top Secret (TS) security clearance as a condition of employment.
This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration And Program series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of strategy, policy, doctrine, and traditional combatant command activities as they apply to Joint Staff planning and processes; thorough knowledge of domestic political/military issues; knowledge of wide range of qualitative and qualitative methods for assessment and improvement of program; comprehensive knowledge of federal, DoD, and Joint Staff strategic planning guidance.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Joint and Service operational doctrine and the relationships between the various combatant command missions and organizations; broad knowledge of Joint and Service doctrine including Joint Operations Planning and Execution System (JOPES), the Joint Strategic Planning System, and Joint Doctrine on Unified/Joint/Service employment, deployment, and operations.
Knowledge of programs, missions, and functions, such as the Missile Defense Agency, Department of Defense, Department of Defense Operation Test Agency, JROC, Service Operational Test Agency and Joint Chiefs of Staff as well as knowledge of analytical and investigative techniques in order to complete Mission Analysis, Course of Action Development, Comparison of COAs, and Commander's Estimate at the Joint level.
Knowledge of specialized missile defense acquisition and development program goals and objectives; the sequence and timing of key operational events and. milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Detailed knowledge of Missile Defense Systems (e.g., ballistic, cruise, hyper-velocity, advanced missile capabilities) and subsystems including their structures, technical specifications, launch systems and facilities, communications sub-systems, operations, orbits, and their missions. Knowledge is needed in order to plan, develop, and evaluate Missile Defense Systems requirements, employment, protection requirements, training, and concepts of operations.
Knowledge of warfighting mission areas to include: Global Information Operations, C4ISR, Global Strike, and Global Missile Defense, in addition to missile defense related mission areas (Missile Warning, Space, Homeland and Regional defense), and JFCC IMD requirements in providing Joint capabilities in those mission areas as the JFCC IMD component; knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts; mission capability needs; PPBE; JCIDS; normal acquisition and excepted acquisition programs; special operations.???????
Skill in oral and written communications in order to obtain or develop and present information papers, white papers, exercise design, after actions reviews, plans, recommendations, briefings, negotiate complex issues; and maintain good working relationships; skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program
