The Office of Appellate Support consists of a dynamic team of administrative and technical professionals that enable the complex legal operations at the Board. The Management and Program Analyst serves as a key member of a team of leaders and professionals in a fast-paced environment and is responsible for leading wide-ranging and impactful projects and delivering qualitative and quantitative results for Board programs and its diverse customer base.
Duties
Provides comprehensive knowledge to the Executive Director's and Administrative Officer's goals, objectives, timelines, and performance measures.
Serves as a confident and advisory assistant, complete planned, or unplanned assignments.
Resolve crisis management issues in an effective, efficient, and tactful manner.
Plans, develops, and carries out policy and program administration which often requires input and assistance from other analysts and subject matter experts from other departmental offices, other business lines, and Veterans' organizations.
Develops training and change management programs for Board personnel to include supervisory and employee training needs.
Maintains up-to-date knowledge of developments potentially affecting the assigned program(s), conducting in-depth analyses of relevant issues, developing guidance for use by others recommending program policy and providing authoritative advice and guidance.
Serves as project leader for very broad project teams which are of significant interest to the agency, including those related to process improvement.
Coordinates and consolidate the work product from various divisions and develops recommendations on operational guidance for Office of Appellate Support (OAS) leadership that is in a clear, concise, and effective manner in order to support mission requirements.
Provides comprehensive briefings to senior level management when necessary to facilitate Board and VA leadership decisions.
Identifies trends, problem areas, risks, inefficiencies and inconsistencies in operations.
Consolidates and reviews analytical and evaluative activities, which determine the direction and scope of nationwide appeals program operations, and which impact the quality and consistency of services provided to service members, Veterans, survivors and dependents.
Work Schedule: Monday thru Friday 8:00am - 4:30pm
Compressed/Flexible: Available in accordance with organizational policy.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Resolved crisis management issues in an effective, efficient and tactful manner.
Developed training programs for personnel and supervisory training needs.
Conducted in-depth analyses of program policy and provided advice and guidance.
Provided comprehensive briefings to senior level management.
Implemented administrative programs and proposals involving substantial agency resources, or that require extensive changes in established procedures.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required (e.g., walking,standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle).
