Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Management Analyst, you will use your knowledge and experience to optimize business results and customer experience to:
Uses qualitative and quantitative analysis techniques analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions.
Identifies and analyzes issues, problems, and challenges facing the organization; formulates and evaluates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to management.
Provides annual training on various administrative functions and/or systems, such as travel, time and attendance policy, federal charge cards, simplified acquisitions, budget and financial obligations.
Compiles data and prepares complex administrative and management reports that are mandated from higher echelons in the organization and/or the Department. Reports encompass issues such as human resource utilization, projections and estimations, and proposed plans in response to new legislation and initiatives.
Develops policies, guidelines, instructions, and procedures for administrative and management requirements. Formulates and recommends additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations.
Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.

WHAT WE ARE LOOKING FOR
Specialized Experience:
For GS-11: To qualify for this position at the GS-11 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
1. Drafting responses to inquiries, to present information and/or to solicit information.
2. Providing advice, guidance, and/or assistance to management in a wide variety of management services areas.

EDUCATION: Successful completed a Ph.D. or equivalent doctoral degree (e.g. LL.M) or three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work for this position. (You must provide supporting transcripts.)

COMBINATION: Have a combination of specialized experience and graduate level beyond the Master's level that when combined, equals at least 100% of the total requirement. (You must provide supporting transcripts.)
For GS-12: To qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
1. Communicating verbally to respond to inquiries, to present information and/or to solicit information that contributes to management studies.
2. Providing guidance on policies, procedures, and/or actions that should be taken to complete work in accordance with established standards to managers and program officials.
3. Advising or leading a team during a complex project and its phases from start to finish.
For GS-13: To qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
1. Presenting guidance on policies, procedures, and/or actions that should be taken to complete work in accordance with established standards to managers and program officials.
2. Advising or leading a team during a complex projects from start to finish.
3. Developing or implementing administrative policies and requirements for substantive, mission-oriented programs in time and attendance, travel, purchasing, and/or conferences.
There is no substitution of education for specialized experience at the GS-12 or GS-13 grade levels.
