Serve as SUPERVISORY MARINE PLACEMENT COORDINATOR, Military Sealift Command (MSC) Total Force Management Program Office, Civilian Mariner Management Division, Pt Loma, San Diego, CA. This is an obligated position. The former incumbent has return rights to this position under PL 86-585.

Duties

You will manage all matters relating to Civil Service Mariner (CIVMAR) manpower requirements. You will support the CIVMAR Management Director, Total Force Director, and the Commander, by exercising overall responsibility for timely and accurate staffing of the all CIVMAR positions. You will serve as Site Manager/Supervisor and will be responsible for the management of the CSU-West (Customer Service Center-West) to include personnel selections, promotions, awards and recognition, disciplinary actions, job changes and details. You will ensure the effective facilitating of CIVMAR ship, training and other work assignments. You will ensure lodging and transportation arrangements are in place and use effectively to support CIVMAR’s in the pool and verify Subsistence and Quarters (S and Q) authorization. You will facilitate meetings and teleconferences, to include disciplinary actions between the CIVMAR and Deciding Official and monitor contractor performance as related to Statements of Work to include travel and administrative support.

  • Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. You may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Relocation expenses (i.e. PCS) may be authorized in accordance with applicable travel regulations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing human resources rules, regulations and organizational policies, (e.g., Military Sealift Command (MSC)), EEO law and policy, and travel policies and procedures to act as the senior HR liaison for diverse and/or unique group of employees, (e.g., Civilian Mariner's (CIVMARs), as well as, Customer Service Unit-West (CSU-West) shoreside employees); Adhering to current licensing and certification requirements w/regard external partnering organization, (e.g., Coast Guard), not to exclude performing project management principles, practices and concepts to analyze organizational occupations, (e.g., maritime, ships, and the mission), are in accordance to federal personnel laws, regulations, and procedures as they relate to marine employment matters; Interpreting Federal personnel laws, regulations, and procedures as they relate to marine employment matters; Interpreting management principles, administrative regulations, and guidelines, to include applying fact-finding to evaluate conditions concerning, employment, (e.g., CIVMAR), and coordinate those findings with others; and Using communication in order to prepare and present ideas, findings, problems, solutions and recommendations and carry out actions regarding controversial issues.
