This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Salisbury VA Medical Center (VAMC), in Salisbury, North Carolina, within the VERA/MCA/Decision Support System (DSS) Section of the Fiscal Service. The Program Analyst provides support (analysis and recommendations) to the site in the areas of coast, utilization, and quality.

Duties

Duties include, but may not be limited to the following: Provides cost and workload training, to both internal and external staff that need to understand areas revolving around financials costs, including unit cost analysis and clinical workload utilization, including applicable benchmark standards. Cost and workload data will be drawn from other VA automated systems such as PAID, FMS, and other clinical computer packages into MCA where it will be consolidated and analyzed. Performs monthly maintenance duties and audits on MCA to ensure currency and accuracy of date. Responsible for recognizing the need to change a current financial or clinical process in order to make MCA data as accurate and efficient as possible. Analyzes PAID FTEE by all Medical Center services in order to allocate support service costs to the appropriate sections. Continually monitors, identifies and resolves costing/FTEE issues with appropriate staff and works to implement processes at the service level that will prevent similar errors from occurring in the future. Conducts meeting with services to go over date and operational information along with recommendations on solutions to any findings from audits performed. Develops narrative and statistical material, and compiles related background information in support of operational recommendations concerning facilities operational throughput. Utilizes independent judgment, operational knowledge and cost accounting principles, theories, and practices in order to understand difficult and complex problems that require coordination between services and MCA. Supports leadership in understanding the Veterans Equitable Resource Allocation (VERA) model, including the identification of factors which may currently impact facility reimbursement. Maintains and promotes an effective and productive relationship with medical center staff to assure that interdisciplinary methods are used as a means to VERA maximization. Establish a facility-wide audit system that captures VERA data and provides the resulting information in a format that is useful to the facility management officials, especially clinical service chiefs, for evaluating resource utilization and VERA performance for the medical center. Responsible for the designing and developing of VERA reports and databases; translating statistics to reflect compensable data for management; and for providing an accessible link for awareness purposes to wide variety of staff. Conducts special studies and trend analysis, identifies and evaluates data elements needed for these studies (e.g., Veterans Health Information Systems and Technology Architecture (VISTA), VHA Support Service Center (VSSC), Decision Support Services (DSS), National Data Extracts (NDE), Allocation Resource Center (ARC), etc.), ensures the accuracy of the information delivered, and submits findings. Provides concise results and recommendations as scheduled. Coordinates and disseminates data, special projects, and other information pertaining to relevant program responsibilities with medical center staff for review and/or actions. Plans, develops and conducts formal and informal training programs, conference presentations, etc. relevant to the VERA program Reviews and analyzes computer-generated cost and budget reports on a month/quarterly basis in order to verify the accuracy of data, noting trends and analyzing variances. Verifies unit coast and other outcome variables by evaluating service operations, trending of data with previous months and comparable programs and analyzes the budget, manpower, space, and equipment resources projected to be available. Prepares monthly and quarterly cost summary reports which are submitted to top management for review. Performs annual standard cost review and updates direct and indirect cost allocation models in order to provide accurate and relevant cost information. Performs cost feasibility studies and special projects when requested by management. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS 09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinates clinical/provider profiles and scheduling grids; coordinates quality assurance efforts through assessments on workflow and procedures to develop means of improving service delivery to customers; monitors and conducts annual reviews for accuracy for maximum reimbursement, and workload credit. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, from an accredited college or university. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills and abilities necessary to do the work of this position and must have been obtained in an accredited college or university. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. The employee will spend some time walking, standing, bending, climbing stairs, and carrying some light items. Stamina and concentration to meet crucial deadlines is required.
